Hong Kong’s November retail sales rise 6.5% on sustained recovery momentum

Hong Kong’s retail sector continued its recovery in November, with total retail sales rising 6.5% year on year, according to official government data. The growth marked a stronger performance compared with October and pointed to improving consumer sentiment as the city moves toward economic stabilisation.

The value of total retail sales reached HK$32.8 billion in November. This followed a revised 2.9% year-on-year increase in October, indicating that retail activity picked up pace toward the end of the year. The November results suggest that both local spending and visitor consumption are contributing to the ongoing rebound.

Jewellery, watches and valuable gifts remained one of the best-performing categories during the month. Sales in this segment recorded a notable increase compared with the same period last year, supported by returning tourist flows and higher spending on discretionary and luxury items. The category has historically been sensitive to visitor numbers, particularly from mainland China, and its performance is often seen as a key indicator of tourism-related retail activity.

Clothing, footwear and allied products also recorded year-on-year growth in November. Apparel sales benefited from seasonal demand as well as a gradual improvement in foot traffic across shopping districts. Retailers in this segment have been adjusting their product mix and promotional strategies to attract both local consumers and visitors, especially amid changing shopping habits.

Other retail segments showed mixed performance. Sales of consumer durable goods continued to face pressure, reflecting cautious spending on big-ticket items. Meanwhile, food, alcoholic drinks and tobacco recorded modest growth, supported mainly by local consumption rather than tourism.

The government said the retail sector continued to benefit from a steady increase in inbound tourism and a gradual improvement in the local labour market. Visitor arrivals have been recovering throughout the year, helping to lift sales in categories closely tied to tourism, such as luxury goods, cosmetics and fashion.

At the same time, officials acknowledged that certain factors continue to weigh on retail performance. Residents’ outbound travel has remained strong, with many Hong Kong consumers choosing to spend overseas. In addition, the strong Hong Kong dollar has encouraged spending outside the city, particularly in neighbouring markets where prices may be more competitive.

A government spokesperson said the short-term outlook for the retail sector would still depend on a range of external and domestic factors. These include global economic conditions, interest rate trends, inflation pressures and evolving consumption patterns. While the overall recovery momentum remains intact, uncertainties in the global economy could affect consumer confidence and spending decisions.

Hong Kong’s retail industry has faced significant challenges over the past few years. Pandemic-related restrictions, border closures and shifts in consumer behaviour had a prolonged impact on sales, forcing many retailers to downsize operations or close stores. Although conditions have improved since borders reopened, the recovery has been uneven across different segments of the market.

Luxury and tourism-related retail has generally rebounded faster than mass-market segments, reflecting the return of visitors and higher-spending customers. In contrast, some neighbourhood-based retailers continue to face pressure from changes in local spending habits and increased competition from e-commerce platforms.

Retailers have also been adapting to structural changes in the market. Many brands are investing more in omnichannel strategies, combining physical stores with online platforms to reach consumers more effectively. Promotions, loyalty programmes and exclusive in-store experiences have become increasingly important in attracting foot traffic.

The November retail sales data suggests that these efforts, combined with improving economic conditions, are beginning to show results. The acceleration in growth compared with October indicates that consumer activity gained momentum as the year progressed.

Looking ahead, officials said retail sales performance is expected to improve gradually, provided that tourism continues to recover and the local economy remains stable. Seasonal spending during the year-end period and major holidays could provide additional support to the sector.

However, the government cautioned that the pace of recovery may remain moderate rather than rapid. Global economic uncertainties, geopolitical tensions and fluctuating financial conditions could still affect consumer sentiment. Retailers are therefore likely to remain cautious in their expansion and inventory planning.

Overall, the 6.5% increase in November retail sales reflects a sector that is stabilising after a prolonged period of disruption. While challenges remain, the latest figures point to sustained recovery momentum, supported by improving tourism, steady employment conditions and adaptive strategies across the retail industry.
